Combine all marinade ingredients. Add the beef and marinate for 15 minutes. Assemble the table salad ingredients and place on a large platter, with each ingredient arranged in its own area.
If grilling beef, preheat grill to medium heat.
Place the rice paper on a plate. Heat water to have ready to dip the rice paper in when the beef is served.
Grill the beef, or pan-sear in an oiled skillet, until just done, about 20 seconds on each side or to desired doneness. Transfer to a serving plate.
Place the table salad, beef, rice paper, and dipping sauce on the table. Transfer the hot water to a large, stable bowl deep enough to dip the rice paper in. Place on the dining table.
Invite guests to dip the edge of the rice paper in the water and turn to wet evenly. Allow water to drain off a bit and place on a plate. Starting from the bottom third of the rice paper, lay down half a piece of lettuce, a tablespoon each of rice noodles and bean sprouts, and about 3 mint and 3 basil leaves, then top with 1 piece of beef. Fold the sides over and roll to enclose. The rolls should be no wider than 1 ½ inches. To eat, dip in Vietnamese dipping sauce.
